

Very likely the air fuel mix ratio is to lean. Slightly closing them one by one while testing ignition. What you're like to have to due is adjust the air shutters on the ends of the burner tubes.

If all you stated is correct and not problems seen or know of exist, it is not all that uncommon for the gas fuel mixture to be out of adjustment as a result of the fuel mix being slightly different (leaner) from the supplier or as a result of the ambient conditions, etc. Thread may be old but at least you took the time to search the forum topic for a similar condition of top burner ignition problem(s).
